2019 RAV4 hybrid mileage dropped under 30 MPG… turns out there’s a Toyota service bulletin for the fuel pump

When I first got my 2019 RAV4 hybrid, I was getting about 40 MPG. After switching to all-weather tires, it dropped to around 38. Over the last year, it kept getting worse—down to under 30 MPG. I tried a fuel injector cleaning, which helped a little, but not much. I asked around here and got a few ideas, but nothing fixed it.

Then I found out about a Toyota service bulletin for the high-pressure fuel pump. The coverage was recently extended to 2029. I told the dealer I sometimes smelled fuel in the cabin (not really true, but my wife thought she smelled it once). They approved the fix, ordered the part, and replaced it. Right after, my mileage shot back up to 38 MPG, even with mixed driving.

[Edit: Looks like this affects 2019-2022 models and maybe other hybrids too.]

Huh, never heard of that TSB. We’re stuck at 33 MPG, but my wife drives 80 on the highway all the time.

Someone should tell that person who said their hybrid got the same mileage as a gas model. My girlfriend’s ‘25 RAV4 gets 44 MPG, but she drives super slow. Meanwhile, I’ve got a diesel A3 and a lead foot.

Do you know which years this affects? I’ve got a 2024.

From what I found, it’s 2019-2022. The bulletin didn’t mention mileage, just a fuel smell issue.

My 2020 XSE hybrid has always been around 29-33 MPG. 71,000 miles and no change.

Might still be worth getting checked. Just tell them you’ve smelled fuel sometimes.

I average 30 MPG because I drive like I stole it. Worth the extra gas for the fun.

People keep blaming winter fuel, but my 2021 Venza never had this issue. Gonna look into this for my 2024 RAV4.

The Venza was on the list too, but the RAV4 bulletin only covers 2019-2022. Might be a different one for yours.

Got a link to the TSB?

The CSP number is 23TE01. Hope that helps.

I’ll look it up. Thanks.

Winter gas is awful this year. My mileage dropped from 34 to 28. Now that it’s warming up, it’s back near 30.

Probably what’s happening here. They switch to summer fuel around March/April.

@Lily
Nope. Mine went from 29 to 38 in one day after the fuel pump fix. No way it’s just the gas blend.
