Depends on where you live. Where I am, the rule is about 1.5 tread knuckles past the fender edge. But since that’s not really standard, most people go with 2-3 inches.
Looks like two different setups. The first truck has 33s, the second looks like 35s.
That’s a lot of poke. I’d bet there are spacers behind those wheels. Probably running 285/70/17.
As long as it makes you happy, go for it.

Even with my setup flush with the fenders, I still end up hitting the sides of my truck with rocks.
Looks similar to mine. I have a 3.5-inch lift, 33s, and 0 offset.
