Probably not, but if you don’t have a cat shield, you should get one. My catalytic converter was stolen from my 2013. Thieves usually go for 2001-2015 models, but if they see an easy target, they’ll take whatever. I recommend Millercat—they’re the brand Toyota sells at their dealerships.

Nope. This has been happening since 2010. Rain gets into the push pins, the plastic gets brittle, and then the shield falls off.
Maybe a dog was messing with it?
