Just to clarify, Subaru’s air flaps are categorized differently depending on the position. Front ones are under mud guards, rear ones are under spoilers.
These are air flaps designed to improve aerodynamics by reducing drag caused by the face of the tire.

This flap is located behind the tire, not in front. Initially, I thought the same, but the texture (rock guard, not orange peel paint) clarified it.

That texture is rock guard, applied under the base coat. Orange peel is caused by a flawed clear coat application.
If it’s loose, just bolt it down. The plastic washers used are pretty flimsy.
Funny timing—I just noticed a missing clip on one of these on my '23 Impreza.
