That’s actually it—you’re just seeing the back side in the diagram.

Thanks /u/supertrogdor! Confirmed the name is “Panel Assembly, Deck Trim” or “Lower Quarter Trim.” Part number is 64740, but it might vary depending on your 4Runner trim level.
