Consider adding an air dam too. They help significantly with wind noise and gas mileage, especially on highways.
I had a tent on my truck and lost 4 mpg. After adding a small air dam, bigger than the tent but not as wide, I regained 2 mpg. Totally worth the investment.

Not for the Outback specifically. I used a roof box on mine and the factory bars worked fine for that.
On my truck, I used Thule. If I did it again, I’d probably switch to Yakima.
