Is it true that hybrids can't be rustproofed?

Modules are a scam. I live in Iowa, have three Toyotas, and none of them are rustproofed. My 14-year-old van has no rust. I just run my cars through an undercarriage wash after it snows. I’ve been doing this for over 20 years in the Midwest and haven’t had rust issues. I also garage two of them, which probably helps.

I’d recommend using lanolin-based rustproofing.

Get an oil-based undercoating like Fluid Film or Krown. Don’t go for the black rubberized stuff—that could cause more harm by covering wire colors, which is probably why they tell you not to use it on hybrids.

Just use a lanolin-based product like Fluid Film. I’ve been using it for over 20 years on Coast Guard helicopters, boats, and trucks. It’s safe for battery terminals, ferrous and non-ferrous metals, and it’s great for rust protection. You can spray it on yourself—it’ll take about 4 cans to cover the underside. I’m from the rustbelt, and Fluid Film has kept our work trucks looking new despite launching boats several times a week.

Toyota covers rustproofing under TIP 2385. Here’s some info from that document:

Electrostatic Rust Protection can cause issues like interfering with engine immobilizers and other systems. It can also drain the battery or cause false failure codes.

That said, I get my RAV4 rustproofed at Krown, and I’ve had no issues. I even saw the owner of my local Toyota dealer getting his own vehicles done at Krown.

Apparently, people who ask questions shouldn’t be part of the political process.
