I’d hit that with some Fluid Film and forget about it. I do it every year up here in the cold, no big deal.

But seriously, just get it undercoated. I do mine every fall for $125 and it holds up fine.

I’m in NJ and that’s not rust. Just hit it with some Fluid Film and move on.
If it bothers you, wire brush it, throw some rust converter on there, and hit it with Rustoleum. Easy fix.
Honestly, this isn’t something you need to stress over. Cars in CA last forever compared to the rust belt.

Yeah, I live in CA and this is rare here. I’ve got three cars from the 90s and none of them have rust like this. My ‘96 Tacoma’s frame looks new compared to yours.
Rust belt folks have a whole different idea of what ‘rust free’ means.

Look into dry ice blasting for rust removal. My son is getting it done on his Gen 2 Tacoma soon. Works great.
