Same here. The mileage on the first one stands out, and fixing the e-brake is pretty simple. I replaced mine a while ago. The OEM cable cost me around $80, and it took a few hours to replace after taking apart the center console.
I’d go for the first one. The lower miles and the price difference make it hard to pass up.
Are these in the same kind of environment? If one has worse paint, it might have spent more time outdoors. Sun damage could lead to hidden issues like extra wear. Comparing one from a hot, sunny area to one from somewhere cooler like the PNW wouldn’t be fair. If all else is the same, the one with better paint might have been better taken care of overall.
If they’ve both been taken care of equally and there’s no rust, I’d go for the first one due to lower miles and a better price. Interior condition would matter too.
I like keeping things close to original, so I’d pick the first one. The wheels and crossbars on the second are nice, but the failing paint and higher miles aren’t worth it to me.

Which one has better tires? Repainting mine has been a nightmare to get done at a reasonable price.
Both will have the 4-speed transmission, which isn’t as nice as the 5-speed in the newer models. I have a 2003, and while it’s not fast, the 4-speed definitely drives heavier. If you’re set on these, the lower miles and working master cylinder on the first one are definite pluses. Watch for things like windshield leaks that can lead to electrical issues.

Totally agree about the transmissions. I’ve got a 2004 and noticed a big difference compared to the older ones I test drove.
First one for sure.
Look for the one with the original windshield. If they both have it, compare the interiors. The side steps on the first one look less worn, so it might’ve been off-roaded less.
I love the green, but if the clear coat is already failing, it’s only going to get worse.
I’d choose the second one because it’s green. Both seem well maintained. Never owned a white car and don’t plan to. The hand brake isn’t a big deal to fix—you can do it yourself with a bit of YouTube help.
The first one all the way. No fading paint.
I’d go with the white one.
